Abstract: 

The income of narcotic drugs trading equals to $400 milliard so that it is considered, on the other hand, as the second big economic activity in the world following the gun manufacturing industry. This income, in some cases, comes to the profit drawn of car industry, pharmaceutidcs or banking activities. There is no limit to the narcotic drugs business and it bears almost all borders and nations, as it seems that it is run by multi-national CRIMINAL ORGANIZATIONs. This business is organized so perfectly and properly that it can control and transfer large quantities of financial resources and hire a considerable number of human resources by spoiling or threatening them. The world confronts with big CRIMINAL ORGANIZATIONs such as cocaine manufacturers and law-breakers who are ruled over and led by different countries all over the world. This article considers the narcotic drugs market in some European and American countries and brings some facts into consideration such as demand & representation mechanisms and factors influencing on prices. Finally, it reviews the drugs market in Iran.

Abstract: 

The most dangerous crimes which threaten our economic, social and even political security, due its unique characteristics, are organized crimes which has emerged in new shapes as the technology progresses. Because of the complexity of CRIMINAL groups and their networks and accomplices it greatly affects the economy, politics and the international society. It is not easy to detect all of their activities but most of them are ORGANIZATIONs which have strong and rich communities. The total assest of some of these ORGANIZATIONs may be as huge as some countries total budget. Their target is profit seeking rather than getting political strength. According to Interpol research report, fourteen percents of the GBP for developing countries and two percents of the GBP for developed countries is consumed by them. This research investigates the organized crimes in a documentary method. Reinforcing the combating tools and signing new regional and international contracts for cooperation's between police forces as well as legal cooperations can reduce their threats.

Abstract: 

Introduction system of landform classification for soil mapping has been desired by soil scientists in Canada for a long time. The Canada Soil Survey Committee (CSSC) adopted a system at a meeting held at the University of Guelph in February 1976. Many aspects of the system came from mapping schemes used by the Geological Survey of Canada for mapping surficial geology. The system also embodies concepts developed initially by R.J. Fulton and later by N.F. Alley while doing terrain mapping in British Columbia. However, the needs of the soil scientist for a terrain or landform classification system are not necessarily compatible with those of the geologist. Relief analysis is a tool to analyse a landscape based on a Digital Elevation Model (DEM). One of the simplest parameters might be the elevation itself, or slope or the exposition of a given point in a landscape. Moore et al. (1991) state that the spatial distribution of topographic attributes can often be used as an indirect measure of the spatial variability of hydrological, geomorphologic and biological processes. The advantage compared to other information such as soil parameters or biomass production estimates is based on the relatively simple and fast techniques to model processes in large areas and the complex spatial patterns of environmental systems as seen by Moore et al. (1993b). Another relief parameter relevant for this work is landforms or relief units. Each of these contains certain characteristic physical, chemical, and biological processes and parameters (see Dehn et al., 2001). Milne (1936) was one of the first scientists, who recognised the catena principle of soil formation in a hilly terrain (Ruhe, 1960).Material And Methods Materials are classified according to their essential properties within a general framework of their mode of formation. Four groups (components) of materials have been recognized to facilitate further characterization of the texture and the surface expression of the materials. They are unconsolidated mineral, organic, consolidated, and ice components. These groups and the classes established within them are presented below. This research is trying to classify landforms on the basis of self-organizing neural network algorithm (SOM) in the watershed Gavkhoni pay to use the SOM algorithm is used to classify landforms of 6 parameters that includes orientation (aspect), height (elevation), tilt (slope), the longitudinal and transverse profiles (plan, profile) and curvature (curvature) is.Generally, The aim ofthisstudyis theclassificationof landformsin thebasinGavkhoni. Classification methodstohelpmajorlandformsvisitthe field, usingtopographic mapsandaerial photos, which requires experience. Theautomaticmethodbased ondigital elevation model(DEM)can beusedto classifylandformsBasinGavkhoni. Result And discussion The results of the classification of landforms using SOM algorithm showed that 6 cluster (class) in the study area there as clusters 1 and 5 includes landforms that are at high altitudes and cluster 3 includes landforms that are located at the lowest height. The rest of the cluster, including the landforms that the average height of the watershed studied. So the algorithm can be used to predict the landforms of the study area. The results showed that6isthe maximumdatain SOM algorithm. Also, at leastinthishexdatais zero, which indicates thatthere areno numbersinthislocation. The results ofprincipal component analysisshowedhigh densityanddistributiondata. According to theabove resultsshow thatthelandformsinput datain Figure6 classeshave beendistributedin the study area.Conclusion In this research was used SOM (SOM) to classify landforms. In order to use algorithms for classification of landforms of 6 parameters were used in the watershed Gavkhoni, The results of the classification of landforms using SOM algorithm showed that 6 cluster (class) in the study area ther. as clusters 1 and 5 includes landforms that are at high altitudes and cluster 3 includes landforms that are located at the lowest height. While cluster 3 includes landforms that are the lowest height. The rest of the cluster, including the landforms that the average height of the watershed studied. In general, using the SOM algorithm can be 6 classes to classify landforms in the study area predicted. Abstract: 

Field and aims: In today's world, ease of transfer has made it easy for crime to cross borders and become internal and transnational. On the one hand, with the membership of governments in the International CRIMINAL Police ORGANIZATION to prevent and deal with all kinds of organized crime, as well as prosecuting CRIMINALs, and on the other hand, countries' accession to international conventions can make the world insecure for CRIMINALs Internationally. Methods: This descriptive-analytical study compares the provisions of the Palermo Convention with Interpol missions in the fight against transnational organized crime and the insecurity of the world for CRIMINALs. Findings and Conclusion: Given the spread of borderless crime internationally, and the ease with which CRIMINALs can be transferred, what can reduce the threat posed by transnational organized crime is the accession of countries to international conventions and the membership of states in international ORGANIZATIONs. Be. Because the bilateral commitment of governments to conventions and related international ORGANIZATIONs paves the way for dealing with this phenomenon and develops bilateral and multilateral cooperation between states. The main goal of Interpol is to make the world insecure for CRIMINALs and, consequently, to prevent and combat crime. In addition to the various measures that governments use within their borders to combat and control such crimes, police cooperation at the international level can play an effective role in this regard. The results of the implementation of the provisions of the Palermo Convention and its three protocols with the tasks and missions of Interpol in practice show the fact that the existence of a convention such as the Palermo is a commitment of governments to each other and subsequently to an international ORGANIZATION with similar missions. The goals of the convention are necessary for the implementation of the convention and its departure from the theoretical state.

Abstract: 

The "Joint CRIMINAL Enterprise"(JCE) doctrine is a special form of liability that innovates in the International CRIMINAL Court for the Former Yugoslavia (ICTY). According to this form of liability, all the members of a CRIMINAL group that try to reach a CRIMINAL enterprise, have the same liability as to the accomplice. However, the JCE has faced different legal dilemmas since its introduction in the ICTY Judgments both in respect of actus reus and mens rea of the persons who are found liable based on JCE. How a court can convict a person who doesn’, t commit the actus reus of a crime like a perpetrator and more important how it can convict a person who has no actus reus and mens rea related to committed crime, at all. This paper will scrutinize these issues and if this kind of liability recognizes in Iranian CRIMINAL law. Finally, this paper concludes that this form of liability has no conflict with CRIMINAL law principles and Iranian CRIMINAL law recognizes JCE in some crimes such as Baghy.

Abstract: 

Mediation or, in other words, mediation and mediation is one way of resolving a dispute in which a third party, mediator, helps the parties to a dispute in reaching an agreement. Mediation may not result in mutual agreement between the parties and, if successful in reaching an agreement, its provisions are usually determined by the parties themselves. Parties to the dispute may be countries, ORGANIZATIONs, groups, individuals or anyone else who will benefit from mediation. They should consider the mediator as a neutral person. Mediation applies to a variety of issues, including business, legal, diplomatic, work, and family issues. In mediation, unlike arbitration and expert assessment, third party consideration is unnecessary for the parties. It is also an intermediary to make it possible for the parties to negotiate and to find out the exact cases of disagreement and to reach the best possible solution. More mediation is useful in complex disputes that require unofficial dialogue between the parties. The speed and cost of mediation is less than the benefits of this method of resolving disputes over the process of arbitration and litigation in the judiciary. Now the issue of mediation status is discussed in the separate section. In the first section, "CRIMINAL mediation and long-standing dispute resolution mechanism," and the second part, "Mediation in CRIMINAL cases," and in the third part, "The role of mediation in the litigation chapter and responding to violations of norms in texts." Abstract: 

CRIMINAL policy may be assessed in a framework that is defined by the logical basic elements of crime. These are the motivated and able offender, the victim or target, and control. It is only in certain combinations of these three elements that a crime can take place, and CRIMINAL policy addresses one or several of these elements. The objectives of CRIMINAL policy are defined being fourfold: to minimize the social costs of crime,to minimize the costs of crime control,to distribute these costs,and to do this in a fair manner. It is such considerations that are to be accounted for if knowledge-based CRIMINAL policy is to be defined and implemented. In reallife terms, this is rarely being done comprehensively. CRIMINAL policy is, in contrast, often simplistically understood as „, fighting crime“, , i. e. in terms of warfare. Today, CRIMINAL policy requires careful consideration in particular because both crimes and their environment are undergoing rapid change. This puts decision-making in a particularly demanding situation and accentuates the need for valid knowledge of the situation. Therefore, there is great need of updated research on old and new forms of crime, and such research should address all central elements of crime. The near future of CRIMINAL policy is much influenced by financial crisis. This creates high demands for a more consciously knowledge-based and better quality crime control. The near future may see both positive and negative developments, the negative ones being more likely if CRIMINAL policy is not made in a responsible and comprehensive manner. The alternative of a positive CRIMINAL policy is suggested as a utopian but achievable goal.
